Award Procedure:
Each application receives a dual scientific review by non-NIH scientists. Awards are issued by the National Institute of Child Health and Human Development to the grantee institution. National Research Service Award: Applications are reviewed for scientific merit by an appropriate study section or by an institute review committee. If recommended for approval and a decision to make an award is made, a formal award notice will be sent to the applicant and sponsor. (Institutional Award procedure is the same as for grants). All accepted SBIR/STTR applications are evaluated for scientific and technical merit by an appropriate scientific peer review panel and by a national advisory council or board. All applications receiving a priority score compete for the available SBIR/STTR set-aside funds on the basis of scientific and technical merit and commercial potential of the proposed research, program relevance, and program balance among the areas of research.
Note: Grant payments may be made by a letter of credit, advance by Treasury check, or reimbursement by Treasury check.
Awards may be made by the headquarters office directly to the applicant, an agency field office, a regional office,
or by an authorized county office. The assistance may pass through the initial applicant for further distribution by
intermediate level applicants to groups or individuals in the private sector.
